As early as possible. The most cost-effective time to resolve a BCA non-compliance is before construction begins. Where the deemed-to-satisfy (DTS) provisions of the NCC are impractical or create cost or design constraints, a performance solution allows you to demonstrate compliance through an alternative method. Yes. EBS Consultants hold the qualifications and accreditations to certify BCA compliance as part of your building's occupation certificate process. We conduct pre-OC compliance inspections and issue certification suitable for lodgement with the principal certifier.

EBS audits existing buildings against the current edition of the NCC to identify deficiencies and recommend a rectification pathway. Livable Housing Design is a framework for building homes that are accessible and adaptable for people of all ages and abilities. From NCC 2022, livable housing requirements are mandatory for new Class 1a and Class 2 dwellings. EBS assesses residential developments against the NCC livable housing provisions and the Livable Housing Design Guidelines.

Specialist Disability Accommodation is purpose-built housing for NDIS participants with extreme functional impairment or very high support needs. SDA design categories, High Physical Support, Fully Accessible, Improved Liveability and Robust, each carry specific design and construction requirements under the NDIS SDA Rules 2021 and the SDA Design Standard.

Access requirements under the NCC reference AS1428.1 (general requirements), AS1428.2 (enhanced requirements), AS4299 (adaptable housing) and AS2890.6 (off-street parking for people with disabilities). Requirements cover ramp gradients, doorway clear widths, circulation space, sanitary facility dimensions, accessible parking and tactile ground surface indicators.

Yes. SDA projects must satisfy both the SDA Design Standard and the BCA simultaneously. EBS manages both streams, removing the need for a separate building regulations consultant alongside an SDA assessor.

We provide access audits for new residential and commercial developments at design stage and during construction, existing buildings requiring access upgrades, strata buildings assessing common area and unit accessibility, public buildings and government facilities, and property acquisitions involving public access obligations.

Not for every role. We hire across the full ladder, from cadets and assistant consultants through to senior and management positions. The cadetship is built for students in their final year and recent graduates from building surveying, construction management or related disciplines. If you are early in your career, apply for the entry-level roles and we will train you.

Yes. If it makes you better at what you do here, EBS pays for it in full. That covers university enrolments, professional development courses, short courses and certifications. There are no partial reimbursements, no approval hoops and no expectation that you pay it back if you leave.

Fire Safety

A fire safety order is a formal direction from a local council requiring a building owner to upgrade fire safety measures to a specified standard within a set timeframe. Failure to comply results in fines, development control orders and ongoing council enforcement action.

Yes. EBS holds in-house accredited certifiers. From audit to council sign-off, we manage the entire compliance trail. Clients do not need to coordinate a separate certifier.

Yes. Our experience negotiating fire order terms with councils across NSW, ACT, VIC and SA means we understand what councils will and won't accept, and where a technically-argued alternative to the standard upgrade pathway is viable.

Energy Efficiency

BASIX (Building Sustainability Index) is mandatory for residential developments in NSW. It sets performance targets for water, energy and thermal comfort. EBS uses HERO building performance software to model your development against BASIX targets.

The J1V3 Verification Method allows buildings to demonstrate Section J compliance by modelling annual greenhouse gas emissions against NCC limits, rather than satisfying every individual deemed-to-satisfy provision. This pathway is often more economical for projects with complex facades or non-standard glazing specifications.

From NCC 2022, condensation management plans are required for Class 2 buildings and certain other types. EBS conducts hydrothermal modelling assessments to quantify condensation risk in external walls and roofs and recommends design and material solutions.

Section J of the NCC sets energy efficiency requirements for commercial and mixed-use buildings, covering building fabric, glazing, HVAC, artificial lighting and heated water. EBS conducts Section J assessments to determine compliance with the deemed-to-satisfy provisions.

Many state-significant development assessments require Ecologically Sustainable Development (ESD) reports under Secretary's Environmental Assessment Requirements (SEARs). EBS prepares ESD reports assessing your development against these requirements.

Most fire safety defects in new residential construction trace to three causes: poor design coordination between services and structure before construction; unregulated installation trades where no licensing requirement exists for fire stopping installers; and inspection gaps where certifiers and builders rely on self-certification by subcontractors.

An Annual Fire Safety Statement certifies that all essential fire safety measures in a building, including sprinklers, fire doors, hydrants, exit lighting, smoke detectors and fire stopping, have been maintained and tested to their required standard of performance during the previous 12 months.

The obligation rests with the building owner, not the strata manager, not the fire contractor. If the AFSS is not lodged on time, or if essential fire safety measures are found to be inadequately maintained, council can issue fines or a development control order.

The fire safety maintenance industry has structural problems: repair costs presented at short notice before AFSS sign-off, observations and audits that aren't strictly required, and contractors who use AFSS lodgement as leverage to push unnecessary maintenance work onto owners.

EBS prepares 20-year cost plans covering all essential fire safety measures, expected maintenance intervals and replacement costs. Owners corporations can budget accurately over the long term rather than being confronted with large, unplanned special levies.

Yes. Where systems are maintained and compliant, EBS can sign off the AFSS directly. We assess what is actually required under the relevant standard of performance and can challenge unnecessary cost items.

Construction Services

A penetration matrix is a document that records all fire-rated wall, floor and ceiling junctions and their required fire-resistance levels, along with approved fire stopping products and installation methods for each penetration type and trade.

Fire-rated construction must be maintained for the life of the building and will be inspected repeatedly. Non-compliant penetrations found post-OC require destructive rectification, orders of magnitude more expensive than getting it right during construction.

The Design and Building Practitioners Act 2020 requires that design practitioners prepare and lodge regulated designs. Our penetration matrices and fire stopping specifications are produced in compliance with the DBP Act and are suitable for submission by architects to principal certifiers.

A pre-OC compliance inspection conducted by EBS to identify and document issues while they remain straightforward to address. We inspect 100% of fire-rated construction and penetrations, not a sample, and provide a compliance report suitable for lodgement with the principal certifier.

The Australian Building Commission and equivalent state bodies are actively auditing new residential buildings for compliance. Buildings with undocumented or non-compliant fire stopping, fire-rated construction defects or BCA non-conformances face post-OC enforcement action, which is significantly more expensive than fixing issues before the certificate is issued.

Fire stopping at all service penetrations, fire-rated wall and bounding construction, fire door assemblies and hardware, penetration matrix compliance, BCA compliance against approved design documentation, accessibility provisions under the NCC, and essential fire safety measures including smoke detection, sprinklers, hydrant systems and emergency lighting.

Yes. On completion, we provide a compliance report and certification suitable for lodgement with the principal certifier as part of the OC package.

Building Audits & Investigations

A formal technical assessment of a building's essential fire safety measures against current standards. The output is a report documenting what is installed, how it is performing, what is compliant, what is not and what is required to achieve compliance.

A visual audit assesses what can be seen and accessed without opening up the building. A destructive audit cuts access into ceilings and walls so concealed elements, particularly fire stopping, can actually be inspected and verified.

We cut our own access, inspect every penetration within the agreed scope, photograph and document findings and produce an independent report. This is the only way to verify fire stopping in concealed locations.

Fire stopping sits inside wall and ceiling cavities. Surface observation cannot confirm whether a penetration has been correctly sealed to the required standard, so the only reliable verification is to open the area and inspect it.

Commonly for fire order assessments, pre-litigation investigations, due diligence on a property acquisition, strata disputes and insurance requirements, wherever an objective, independent factual record is needed.

Project Management

Early Contractor Involvement is a procurement model where the builder is engaged during the design phase, before documentation is complete, to provide buildability input, cost feedback and programme advice. EBS manages ECI processes for clients, including structuring the agreement, managing design review, facilitating workshops, benchmarking cost estimates and managing the transition to the construction contract.

Under Australian Standard construction contracts, the Superintendent is the formally appointed representative of the Principal. The Superintendent administers the contract independently and fairly: certifying practical completion, assessing progress payment claims, determining extensions of time and managing variations. This is a legal role with specific obligations under the contract.

EBS is regularly engaged to take over projects that have stalled, deteriorated or gone wrong, whether through contractor failure, compliance breakdown, disputes or an occupation certificate that cannot be issued. Building takeover involves independent assessment of the current project state, identifying outstanding NCC/BCA obligations, developing a recovery programme and driving the project to practical completion and OC.

Our project managers are building regulations specialists who know the NCC, the Home Building Act, Australian Standard contracts and the requirements of state building commissions. Where most clients need a project manager plus a separate compliance consultant, EBS delivers both from the same team, one point of responsibility, no gaps.

EBS provides Superintendent and contract administration services under AS4000, AS4902, AS4905 and HIA contracts, the full range of Australian Standard construction contracts used across residential, strata and commercial sectors.
