New Construction Project Management

EBS provides client-side project management services for new construction projects across Class 2 to Class 9 buildings. We act as the client's representative, protecting the owner's interests throughout the design, documentation, procurement and construction phases. Early Contractor Involvement (ECI)

Early Contractor Involvement is a procurement model where the builder is engaged during the design phase, before documentation is complete, to provide buildability input, cost feedback and programme advice. ECI is increasingly used on complex projects to reduce documentation risk, accelerate programme and align the design with practical construction methodology. EBS Consultants manages ECI processes for clients: • Structuring and documenting the ECI agreement and scope of engagement • Managing the contractor's design review and buildability input • Facilitating workshops between the design team and contractor • Benchmarking the contractor's cost estimates against independent assessment • Managing the transition from ECI to the construction contract • Ensuring NCC and BCA compliance is embedded in design decisions made during ECI

Superintendent Services

Under Australian Standard construction contracts, including AS4000, AS4902, AS4905 and HIA contracts, the Superintendent is the formally appointed representative of the Principal. The Superintendent administers the contract independently and fairly: certifying practical completion, assessing progress payment claims, determining extensions of time and managing variations. This is a legal role with specific obligations under the contract. An inexperienced or unqualified Superintendent exposes the Principal to contract disputes, cost blowouts and unenforced defect liability periods. EBS Consultants provide qualified Superintendent services for: • New construction projects across residential, strata and commercial sectors • Fire safety upgrade and fire order projects • Building remediation and defect rectification works • Capital works programs for owners corporations • Insurance-funded building repairs and reinstatement works As Superintendent, EBS certifies practical completion, manages the defects liability period, issues the final certificate and maintains the compliance documentation required by the principal certifier.

Contract Administration

Contract administration is the day-to-day management of a construction contract. It includes: issuing written instructions, assessing and determining variation claims, certifying progress payments, responding to RFIs, managing the project's contractual correspondence register and monitoring programme and quality performance against the contract. Poor contract administration is one of the most common causes of cost overruns and disputes on building projects. EBS provides structured, documented contract administration that creates a clear, auditable record of all decisions and protects the client's contractual position throughout the works.

Building Takeover and Distressed Project Management

Not every engagement starts from the beginning. EBS is regularly engaged to take over projects that have stalled, deteriorated or gone wrong, whether through contractor failure, compliance breakdown, disputes or an occupation certificate that cannot be issued. Building takeover management involves: • Independent assessment of the current state of the project: programme, cost, quality and compliance • Identification of outstanding NCC/BCA compliance obligations • Assessment of contractual position and liability exposure • Recovery programme development • Procurement of replacement contractors where required • Management of rectification works and outstanding certification • Driving the project to practical completion and OC We have stepped into projects at every stage, mid-construction, post-practical completion and post-OC where the building commission has issued enforcement notices.
